    Linda Jeng, Chief Regulatory Officer & General Counsel, Crypto Council for Innovation

    Linda Jeng is the Chief Regulatory Officer and General Counsel for the Crypto Council for Innovation. She is also the Visiting Scholar on Financial Technology and Adjunct Professor of Law at Georgetown University Law Center’s Institute for International Economic Law and a Senior Lecturing Fellow at Duke Law School. Her research interests include digital assets, open data and DeFi. Prior to these roles, she was the Chief Policy & Regulatory Officer for the Centre Consortium, the standards organization for the stablecoin USDC, and was the Global Head of Policy at the startup Transparent Financial Systems.She has spent most of her career devoted to financial stability and regulation, including at the Federal Reserve Board of Governors where she chaired the Basel Committee on Banking Supervision’s working group on Open Banking; the Financial Stability Board in Basel, Switzerland, drafting global standards addressing Too-Big-to-Fail; the U.S. Senate drafting the Dodd-Frank Act; and the U.S. Department of Treasury negotiating the international implementation of G20 post-global financial crisis reforms. Linda has worked at the Securities & Exchange Commission, the Office of the Comptroller of the Currency, and Credit Agricole S.A. in Paris. She has a J.D. from Columbia Law School, a Master of Advanced Studies from University of Toulouse, France, and a B.A. from Duke University.

    Martin Pickrodt, Chief Executive Officer, Marketnode

    Martin is Chief Executive Officer (CEO) of Marketnode, an SGX Group and Temasek joint venture focused on digital markets infrastructure. As CEO of Marketnode, Martin is responsible for the overall success and management of the company. He also serves as Head of Fixed Income and Strategic Business Development at SGX Group, where he spearheads the enhancement of the group's integrated fixed income offering across post-trade, primary and secondary market services, focusing on digitalisation and sustainable financing solutions. Previously a Director at Deutsche Bank, he has 15 years of experience in trading and structuring desks for global markets departments across Frankfurt, London, Singapore, and South Korea. Following his passion for fintech, Martin then joined technology start-ups in Singapore. At Canopy, a financial data aggregation and investment insights platform for high-net-worth individuals and wealth management professionals, Martin led its product development effort as Chief Product Officer. Bento, where Martin was Chief Operating Officer, provided robo-advisory for B2C consumers as well as B2B technology for financial institutions in Southeast Asia. In 2020, Bento was acquired by Grab, where Martin served as Head of Wealth and ran its CMS-licensed entity. Martin holds a Bachelor of Business Administration from the Frankfurt School of Finance and Management. He is also an alumnus of the Said Business School of Oxford, where he completed the Oxford Fintech Programme in 2018.

    Mhel T. Plabasan, Director, Technology Risk and Innovation Supervision Department, Bangko Sentral ng Pilipinas (Central Bank of Philippines)

    Mhel T. Plabasan is the Director at the Technology Risk and Innovation Supervision Department (TRISD) at Bangko Sentral ng Pilipinas (Central Bank of Philippines). Regarded as one of the stewards of pioneering responsive regulatory approach on technology and innovation, Mhel’s career in the BSP spanning decades of supervisory experience, has not only witnessed the dramatic advancement of technology in the Philippine financial sector, but more importantly, has played a key role in reshaping the regulatory mindset towards a more progressive approach on technology risk and innovation supervision. He has taken a highly critical and challenging role in the BSP, as head of the department primarily responsible for supervision of technology and cybersecurity risk, including emerging technologies. He continues to spearhead various cybersecurity reforms aimed at enhancing the BSP’s cybersecurity oversight and supervision, as well as promoting a secure and cyber resilient financial ecosystem through close coordination and partnerships with industry associations, regulatory counterparts, and other relevant stakeholders. As newer technologies continue to revolutionize today’s society, Mhel is yet again at the forefront of regulatory advancements in digital banking supervision and in the key areas of open finance, cloud services, and Regtech/Suptech.
